Child Construction Hats - 12 Pack Yup, they are cheap. The plastic is thin. They crush when you step on them. They are party hats. My son adores them. We used them in his 2 yr photos...they looked really good. We decorated his b-day party with them. He plays with them all the time. It's okay when they suffer the abuse of a 2yr old, because they were inexpensive to begin with.
