It comes with two hand controls and Dusty himself. Dusty says commands so you two can 'fly' together. However Dusty doesn't fly. He zooms around the room with your kid controlling him using the hand controls. Overall, it's cool, but don't expect your kids to spend hours playing with this. It's good for about 20 minutes then it's on to the next toy.
